检查着色器资源是否有效。
**返回:** `bool` - 资源有效返回 `true`,否则返回 `false`
**线程安全:** ✅ 线程安全
**复杂度:** O(1)
**示例:**

ResourceHandle<Shader> shader = ResourceManager::Get().Load<Shader>("shaders/vertex.glsl");
