创建命令列表，用于录制 GPU 命令。
参数：
desc- 命令列表描述符，包含类型和节点掩码
返回： 新创建的命令列表指针，失败返回 nullptr
复杂度： O(1)
示例：
CommandListDesc cmdListDesc;
cmdListDesc.commandListType = (uint32_t)CommandQueueType::Direct;
cmdListDesc.nodeMask = 0;
RHICommandList* commandList = device->CreateCommandList(cmdListDesc);
